Indonesia’s Food and Beverage industry is booming. We are seeing investments in restaurants, bars, high-quality grocers, supermarkets and specialist products on an almost daily basis, especially in Bali and Jakarta.

 

Some Food and Beverage items are exempt for licensing and registration, including those designated for personal consumption and not for resale, those that have a life-cycle of less than one week and individual ingredients for products slated to be sold in Indonesia.

 

But outside of this short list, most imported Food and Beverage items have to have licenses and registered.

 

The government is taking major steps to improve Indonesia’s Food and Beverage industries, including changing aspects of what was called the Negative Investment List.

 

This is currently being reviewed and updated to become the Positive Investment List. Until this happens however, you’re still going to need a local company to get the necessary licenses to register and distribute imported Food and Beverage items.

According to the EU Department of Halal Certification, the purpose is “to guarantee that products comply with Islamic dietary requirements or the Islamic lifestyle. This applies to a wide range of goods and services a Muslim will come across in their daily lives.”

 

There are different Halal Certification regulations for different countries and being certified in one country does not necessarily mean it is applicable in Indonesia.

 

Indonesia released a new regulation around Halal Certification in 2019.
This is an unofficial translation of Government Regulation Number 31/ 2019 regarding the provisions of Law Number 33/ 2014 on Halal Product Assurance.

 

As a result, Indonesia has its own Halal Certification Authority called the Halal Product Assurance Organizing Agency (BPJPH).

 

According to AmCham there are two main Halal segments in Indonesia: goods and services.

 

Goods include “food, beverages, drugs, cosmetics, chemical, biological, genetically modified, and consumer goods that are worn, used, or utilized by the public and that originate from animal substances.”

 

Services include “slaughterhouses, processing, storing, packaging, distribution, selling and display.”

 

Any products and services that are not recognized as Halal must clearly indicate they are not Halal and include information about the origin of any materials and ingredients.
